Full membership is open to individuals, national or regional associations, businesses, institutions or industries concerned with the education of road users or scientific institutes and manufacturing industries working in the field of road safety.

Honorary membership is available to research foundations and universities engaged in driver education research. Honorary membership may be awarded free to such bodies.
